Senator BUTTON (Minister for Industry and Commerce)(12.48) —The Bill gives no particular powers other than the essential ones of monitoring and so on which are referred to in the second reading debate. The regime of assistance that is being put in place and which has been referred to as the plan, which Senator Rae supports, derives from Industries Assistance Commission reports which are still alive from an earlier inquiry. I refer particularly to the report on light commercial vehicles. Clause 3 simply means that if there are to be variations in the levels of assistance those matters will have to be referred to the IAC.
