Senator WALSH (Minister for Resources and Energy)(4.35) — Senator Harradine asked a question about the guidelines to be applied for defining a de facto relationship for the purposes of clause 20. I understand that the guidelines that will be used are the same as those which are used now in determining liability for the Medicare levy but probably somewhat different from the guidelines used to determine de facto relationships for the purposes of the first home owners scheme. I think the situation is somewhat different in the latter respect in that there is no requirement for a couple applying for the first home owners scheme loan to have one partner financially dependent on the other. I understand that for the Medicare levy liability and for the defining of a de facto relationship for the purposes of the Income Tax Assessment Amendment Bill (No. 4) the same guidelines will be applied. Whether they are the same as those applied by the Department of Social Security I do not know.
