Senator PETER BAUME(12.24) —I indicate on behalf of the Opposition that the positions which we laid down in relation to the Australian National University Amendment Bill apply equally to the Canberra College of Advanced Education Amendment Bill. The amendments which we have proposed would have the same effect as the amendments we moved in relation to the Australian National University Amendment Bill; that is, we would oppose one clause and would move amendments in two other places. I indicate that we are still opposed to the particular clause. I seek leave to move the other two amendments together .

Senator PETER BAUME —I move amendment No. 3 and amendment No. 4 circulated in the name of the Opposition:

Page 6, clause 17, after paragraph (a), insert the following new paragraph:

'(aa) by inserting after ''fees'' in paragraph 2 (b) '', the payment of which shall be voluntary,'';'.

Page 6, clause 17, paragraph (b), proposed new paragraph 25 (ba), line 7, after 'fees', insert ', the payment of which shall be voluntary,'.


Senator Teague —As well as amendment No. 2?


Senator PETER BAUME —Amendment No. 2 is merely that we oppose a clause. Amendment No. 1 has been superseded by the Government's amendments to which we have agreed. Amendments Nos 3 and 4 are the ones which I have moved together. I indicate that the arguments which we advanced previously are still valid and should apply in relation to this matter. We oppose clause 16. We support our two amendments. We do not intend to take the Committee to divisions on matters which have already been determined.
