The PRESIDENT —I inform the Senate that I have received the following letter, dated 11 September, from Senator Durack:

Dear Mr President, Pursuant to Standing Order 64, I give notice that today I propose to move-

'That in the opinion of the Senate the following is a matter of urgency:

The need to demonstrate Australia's commitment to the ANZUS Treaty by maintaining joint defence facilities and guaranteeing port access to allied naval units regardless of means of propulsion or armament.'
