Senator MISSEN(10.07) —On 1 March this year I was dealing with this item when debate was adjourned. It has been on the Notice Paper and has threatened to come on for debate on innumerable occasions since then, but never has appeared. I must admit that I knew only a quarter of an hour or so ago that the matter was about to return to this chamber for debate. I see that Senator Tate is present, and I know that there are other members of the Scrutiny of Bills Committee who would like to speak on this item. I propose to move that further consideration of this item be postponed until after the completion of the rest of the Standing Orders matters. I trust that this item will continue in debate for a considerable time. There are many arguments to be considered and I was in the process of replying to a number of points made by honourable senators . Therefore, I think that in the interests of the Senate it would be more useful if all the other items in regard to this Standing Orders Committee report were to be proceeded with. We can spend a considerable time on this item. I move:

That further consideration of item 2 be postponed.
