Senator Chipp asked the Minister representing the Minister for Defence, upon notice, on 2 May 1984:

What are the names, dates of appointment, terms of appointment and salaries of all persons appointed to the boards and commissions of statutory authorities under the jurisdiction of the Minister.


Senator Gareth Evans —The Minister for Defence has provided the following answer to the honourable senator's question:

(1) Defence Forces Retirement Benefits Board

Chairman: The Commissioner for Superannuation: Mr R. C. Davey, appointed by the Governor-General as Commissioner for Superannuation from 21 December 1983 until 2 January 1990.

Deputy Chairman: The Australian Government Actuary: Mr J. R. Ford, from 27 June 1978.

Member: Representative of the Minister for Defence: Mr R. B. Finnegan from 6 May 1982.

Member: Representative of the Chief of Naval Staff: Commodore D. M. Coulson appointed by the Governor-General on 27 June 1984 for a period of two years.

Member: Representative of the Chief of the General Staff: Brigadier B. D. Phillips, appointed by the Governor-General on 16 February 1984 for a period of two years.

Member: Representative of the Chief of Air Staff: Air Commodore R. E. Gillard appointed by the Governor-General on 13 July 1983 for a period of two years.

The Defence Forces Retirement Benefits Board is constituted by the above members pursuant to section 5 of the Defence Forces Retirement Benefits Act 1948 . No salary is payable to the members for their presence on the Board. The Defence Force Representatives on the Board hold office for two years unless sooner terminated by the Governor-General.

(2) Defence Force Retirement and Death Benefits Authority

Chairman: The Commissioner for Superannuation: Mr R. C. Davey. Appointed by the Governor-General as Commissioner for Superannuation on 21 December 1983 until 2 January 1990.

Deputy Chairman: Nominated by the Minister for Defence: Mr J. E. Ludovici. Appointed by the Governor-General on 27 June 1984 for a period of two years.

Member: Nominated by the Chief of Naval Staff: Commodore D. M. Coulson, appointed by the Governor-General on 27 June 1984 for a period of two years.

Member: Nominated by the Chief of the General Staff: Brigadier B. D. Phillips. Appointed by the Governor-General on 16 February 1984 for a period of two years.

Member: Nominated by the Chief of Air Staff: Air Commodore R. E. Gillard appointed by the Governor-General on 13 July 1983 for a period of two years.

The above members appointed pursuant to section 8 of the Defence Force Retirement and Death Benefits Act 1973 do not receive remuneration for their services to the Authority.

(3) Royal Australian Navy Central Canteens Board

Chairman: Rear Admiral W. J. Crossley appointed by the Chief of Naval Staff on 5 January 1984.

Members of the Board:

Acting Captain J. G. Ingram appointed by the Chief of Naval Staff on 19 April 1984.

Mr T. J. Keely appointed by the Chief of Naval Staff on 22 September 1977.

Commodore J. L. Jobson appointed by the Chief of Naval Staff on 1 May 1982.

Warrant Officer B. Jones appointed by the Chief of Naval Staff on 5 March 1984.

The Royal Australian Navy Central Canteens Board is established pursuant to regulation 7 of the Navy (Canteens) Regulations. No maximum term of appointment is specified in the Regulations. Pursuant to regulation 19 of the Navy (Canteens ) Regulations no remuneration is payable to the members of the Board in respect of the duties or functions performed.

Note: The Regulations also provide for an advisory Committee known as the Royal Australian Navy Central Canteens Committee consisting of the Director-General of Naval Personal Services and up to 12 other representatives selected by the Chief of Naval Staff. The members of the Committee are also not entitled to any remuneration.

(4) Royal Australian Navy Relief Trust Fund

Chairman: Rear Admiral W. J. Crossley appointed by the Governor-General on 24 January 1984.

Trustees:

Commodore D. M. Coulson appointed by the Governor-General on 2 June 1984.

Acting Commander J. H. Speed appointed by the Governor-General on 30 June 1980.

Commander H. J. Murdock appointed by the Governor-General on 8 October 1983.

The Royal Australian Navy Relief Trust Fund is established under the Services Trust Funds Act 1947. The Chairman and Trustees of the Royal Australian Navy Relief Trust Fund are not entitled to receive from the Fund any remuneration for work done in relation to the Fund pursuant to section 11 of the Services Trust Funds Act 1947. The Chairman and trustees hold office during the pleasure of the Governor-General.

(5) Australian Military Forces Relief Trust Fund

Chairman of the Trustees: Brigadier B. D. Phillips appointed by the Governor- General on 31 January 1984.

Trustees:

Mr C. B. Hazen appointed by the Governor-General on 6 July 1977.

Colonel C. C. Hall appointed by the Governor-General on 13 April 1976.

The Australian Military Forces Relief Trust Fund is established under the Services Trust Fund Act 1947. The Chairman of the Trustees and the Trustees of the Australian Military Forces Relief Trust Fund are not entitled to receive from the Fund any remuneration for work done in relation to the Fund pursuant to section 11 of the Services Trust Funds Act 1947. The Chairman of the Trustees and the Trustees hold office during the pleasure of the Governor-General.

(6) Services Canteens Trust Fund

Chairman of the Trustees: Major-General R. R. Gordon appointed by the Governor- General on 1 February 1973.

Deputy Chairmen:

Miss C. G. Stevenson appointed by the Governor-General on 1 July 1947.

Mr J. A. K. Wicks appointed by the Governor-General on 1 July 1947.

Trustees:

Miss D. M. Langley appointed by the Governor-General on 1 September 1975.

Commodore H. D. Smyth appointed by the Governor-General on 14 January 1976.

Mr C. R. Eggleston appointed by the Governor-General on 4 March 1976.

Captain T. E. Nare appointed by the Governor-General on 5 July 1976.

The Services Canteens Trust Fund is established under the Services Trust Funds Act 1947. The Chairman of the Trustees, the Deputy Chairmen, and the Trustees of the Services Canteens Trust Fund are not entitled to receive from the Fund any remuneration for work done in relation to the Fund pursuant to section 11 of the Services Trust Funds Act 1947. The Chairman of the Trustees, the Deputy Chairmen and the Trustees hold office during the pleasure of the Governor-General.

(7) Royal Australian Air Force Veterans' Residences Trust

Members:

Air Vice-Marshal P. J. Scully appointed by the Governor-General on 16 February 1984.

Mr C. B. Campbell appointed by the Governor-General on 18 January 1978.

Mr A. Stobart appointed by the Governor-General on 22 April 1982.

The Royal Australian Air Force Veterans' Residences Trust Fund is established by the Royal Australian Air Force Veterans' Residences Act 1953. The Members hold office at the Governor-General's pleasure and pursuant to section 12 of the Act are not entitled to receive remuneration for their services as members of the Trust.

(8) Royal Australian Air Force Welfare Trust Fund

Chairman of Trustees: Air Vice-Marshal P. J. Scully appointed on 3 November 1983.

Trustees:

Wing Commander W. E. Richardson appointed by the Governor-General on 20 September 1979.

Air Commodore G. J. Crossman appointed by the Governor-General on 11 January 1983.

Warrant-Officer T. R. Hill appointed by the Governor-General on 1 April 1982.

Mr C. B. Campbell appointed by the Governor-General on 1 February 1977.

(9) Army and Air Force Canteen Service Board of Management

Two members of the Army not below the rank of Major-General appointed by the Chief of the General Staff:

Major-General G. J. Fitzgerald appointed on 9 January 1984,

Major-General P. J. Day appointed on 16 January 1984.

Two officers of the Air Force not below the rank of Air Vice-Marshal appointed by the Chief of the Air Staff:

Air Vice-Marshal E. A. Radford appointed on 9 January 1984,

Air Vice-Marshal P. J. Scully appointed on 28 March 1984.

An officer of the Australian Public Service occupying an office in the Department of Defence appointed by the Secretary to the Department of Defence:

Mr P. J. Fogarty appointed on 24 January 1983.

Two persons with extensive business or commercial experience appointed by the Minister for Defence:

Mr B. P. Bradbury appointed on 22 March 1982 to 31 December 1984, Mr A. G. Taylor appointed on 28 July 1981 to 28 July 1984.

The Army and Air Force Canteen Service Regulations also make provision for a Managing Director to be appointed to the Board by the Board of Management. An interim appointment has been made of Mr S. J. Beddoe from 4 April 1984.

The Army and Air Force Canteen Service Board of Management is established by Regulation 9 of the Army and Air Force Canteen Service Regulations.

The members appointed from the business community, that is, Mr B. P. Bradbury and Mr A. G. Taylor are entitled, pursuant to Regulation 25 (2) to be paid remuneration as is determined by the Remuneration Tribunal or if no determination is in operation they are paid as the Minister determines. Mr Bradbury receives a remuneration of $7,275 a year and Mr Taylor receives a remuneration of $5,100 a year. These payments are provided for from the Army and Air Force Canteen Service funds. The Managing Director appointed to the Board is also paid from these funds as Managing Director. Other members of the Board do not receive remuneration in respect of their services.

Note: Members of the authorities listed at items 3-9 may be reimbursed for travelling expenses or out-of-pocket expenses, even though remuneration is not payable.
