Senator GRIMES (Minister for Social Security)(8.54) —I am at a bit of a loss. I think we have a problem of semantics here. I understand that what Senator Messner is asking is whether the use of the word 'particular' in clause 4 is different from the use of the words 'significant Aboriginal area' and the secondary reference to 'particular significance' in clause 3. I am sorry; I do not understand that difference. I am a bit thick. I truly do not see the significance that Senator Messner sees in the difference in the wording of those two clauses. I would need more clarification as, frankly, would most people here .
