Senator GRIMES (Minister for Social Security)(11.34) —For all the reasons that I gave during the second reading debate, we will oppose the opposition to this clause by the Opposition parties. I well remember when the previous legislation was changed. I commend to Senator Messner that he look at the debates at that stage. The reason given for changing the legislation in those days was not to limit the discretion of the Director-General. It was in fact to oppose a minimum fine or withdrawal period on those people who had their unemployment benefit withdrawn for that purpose. I urge the Committee not to support Senator Messner in his opposition to this clause.
