Senator MESSNER(11.33) —For the reasons that I outlined in my remarks at the second reading stage of the debate, the Opposition will be opposing this clause. However, I would like to answer some of the remarks made by the Minister for Social Security (Senator Grimes). He drew attention to the fact that there had been a wider discretion available to the Director-General prior to amendments which were enacted by the former Fraser Government. It is pretty clear that the line we are now following is consistent with the amendments that we put in place while in government. We now acknowledge that this is the right and proper course; so we will be pursuing our opposition to this clause.
