Senator HILL(4.52) —The Opposition is also of the view in this matter that it would be more appropriate for Senator Macklin's proposals to be referred back to the Joint Select Committee on Electoral Reform for consideration. In saying that, we are not looking to legislation by committee as an alternative to this process, rather we reflect upon the fact that major changes have been made to the Senate voting system in recent months. Those changes have arisen out of the work of the Joint Select Committee on Electoral Reform. It seems unwise to us at this stage, when we have a new system in place, simply to come back with what appears on the face of it to be another minor change. We think that rather than take it as a one-off change it would be more appropriate for it to go back to the Committee. We therefore concur with the suggestion that has been made by Senator Robert Ray and we will not be supporting the amendment.
