Senator LEWIS(11.29) —Senator Harradine's last sentence causes me some concern and I ask the Attorney-General (Senator Gareth Evans) whether he will clarify his proposed new clause (1A) for me and I hope for our colleagues in the chamber. Clause (1A) says:

The Minister shall not, without the approval of a resolution passed at a meeting of the Inter-Governmental Committee, being a resolution in favour of which all the members of the Committee present at the meeting have voted . . .

Does that mean that they have voted at the meeting and some of them may have voted in the negative, or does it mean it is a matter in favour of which they have all voted; in other words, it must be unanimous?
