Senator CHIPP (Leader of the Australian Democrats)(10.32) —This deals with the question of whether the Authority must consider whether police investigations would be effective before it can proceed. I notice after drafting the Australian Democrats' amendment that Senator Hill has produced an amendment which has, I believe, identical effect. Therefore, I will be very pleased to yield to Senator Hill.

Senator Gareth Evans —Do not do that; we prefer yours.

Senator CHIPP —I yield to Senator Hill because he has done an enormous amount of work on this matter and I believe it would be proper for him to move his amendment.
