Senator RYAN (Minister for Education and Youth Affairs)(10.33) —This really seems to be the season for attacking public servants. I am advised by a senior public servant here that it is a common thing for Public Service departments to conduct surveys to find out how policies are being understood and received. I do not think it is something that was instituted by our Government. I think it has been quite a common occurrence over the years. Policies are mounted and implemented. Officers who have to handle correspondence concerning them become aware that policies are not being understood. Investigations into why the policies are not being understood are not unusual. I do not think any suggestion that there is anything unusual about that is justified in any way.
