Senator WALTERS(8.10) —I thank the Minister. As he would be well aware, we could enter into a debate on whether the previous system also arranged for the catastrophic situation to which he referred, but I do not believe that this is the correct time or place to do that.

Senator Colston —Hear, hear!

Senator WALTERS —If the interjections are to be so ridiculous, perhaps we ought to enter into that debate. I have a quarter of an hour in which to speak, so it depends how the Government is prepared to take the statements I am making. If it would prefer me to enter into that debate, by all means I will. I ask the Minister whether legal opinion has been sought by the Department on the legality or otherwise of Medicare keeping the patient's receipt.
