Senator CHANEY (Leader of the Opposition)(11.21) —I thank the Minister. I would like that further information. There are some disturbing reports about failures in implementing the program. If the policy decision is taken by Government to ease the unemployment situation by this means, and all of us wish to see the position of the unemployed eased, it is a matter of concern if there are gaps between the intention and the actual performance. However, there is one other point on which I would like clarification relating to the $ 270m which the Government expects to see spent this year. Does any part of that amount represent funds which will be paid either to States or to organisations which will in effect be held by them at the end of the year under the program rather than expended? In other words, it is possible under some programs for money to find its way into other hands and to appear as Commonwealth expenditure without having got through to the people who were meant to benefit. I would appreciate some clarification of what that $270m actually means in terms of people who are on the ground and unemployed.
