The ACTING DEPUTY PRESIDENT (Senator Haines) —I inform the Senate that the President has received the following letter, dated 29 May 1984, from Senator Messner:

Dear Mr President Pursuant to Standing Order 64, I give notice that today I propose to move-

'That in the opinion of the Senate the following is a matter of urgency:

The Government's failure to develop a coherent social security policy and the punitive effect of the proposal to include the pensioner's home in an assets test.'
