Senator MacGIBBON(10.57) —I wish to speak in support of the amendment which is before the Committee. As I said in my speech in the second reading debate, the cost of building roads is an enormous impost on the Australian community. It is absolutely vital that we get value for every dollar spent; not only for every dollar we spend building the roads but also every dollar we spend in maintaining them. There is absolutely no substitute for the place of private enterprise in road building in Australia; that is an established fact. I regret that these amendments do not go as far as I would wish them to go to open up completely to competitive tender road building in this country. But at least they go some way towards it and that will be of very great benefit to the Australian community.
