Miss JACKIE KELLY (Parliamentary Secretary to the Prime Minister) (11:00 AM) —It is unwise to give such an ironclad guarantee against people's rights to appeal to the courts of this country. We do have a clear separation of systems. Certainly anything that we do in parliament should always be subject to review by the judiciary. I understand the complexities that the member for Batman has pointed out in this matter, but I think it would be inappropriate for the government to give an ironclad guarantee that there would be no right of appeal.
