Mr WILLIAMS (Attorney-General) (10:01 AM) —I move:

That this bill be now read a second time.

As I have just indicated this second bill, the Criminal Code Amendment (Hizballah) Bill 2003, will allow the terrorist wing of Hezbollah to be listed in regulations, provided the statutory criteria for listing are met.

As a result of the second bill, the terrorist wing of Hezbollah will be listed as a terrorist organisation for the purpose of the Criminal Code provided that the Attorney-General is satisfied that the organisation is directly or indirectly engaged in, preparing, planning, assisting in or fostering the doing of a terrorist act, whether or not the terrorist act has occurred or will occur.

If the Attorney-General is so satisfied, a public statement to that effect will be issued.

Appropriate regulations will be made and gazetted with effect from the date of that announcement.

I call on the opposition to support this bill and the Criminal Code Amendment (Terrorist Organisations) Bill 2003 in the interests of the security of Australia.

I commend the bill to the House. I present the explanatory memorandum to the bill.
