—I simply want to move that it be taken as circulated. I will do that, but I do not want to take up my allocated time reading the full text. In other circumstances I would have been prepared to do
that, but not on this occasion. I seek your approval for that course of action.

—The reason I indicated this course of action to the member for Hotham was that, far from being obstructive, as I think he will agree, the chair has endeavoured to accommodate a lengthy amendment and felt that the three minutes or so needed to read that amendment would be a reasonable compromise in terms of the total length of the debate, that it would not be unreasonable for him to read that amendment as part of the total length of the debate.
