—On indulgence, Mr Speaker, that is a problem. You know that we would prefer there to be much more time for the debate on these bills. I proposed last Friday to the Treasurer a way of dealing with the cognate nature of the bills in groupings. I have not had the courtesy of a response from him, but the Manager of Opposition Business in the House has had negotiations with the Leader of the House. We are placed in a very difficult position because we have had to truncate what should have been an opportunity to address every bill.

—I am wondering whether the member for Hotham misunderstood my comment. I have no control over the length of time for the total debate, but the 30 minutes allocated to him as leading the opposition's response should include the amendment that he has circulated.
