Madam SPEAKER —Since the House last met, the honourable member for North Sydney distributed a private paper for the purpose of discussion by the strategy committee of the coalition partners. The paper was subsequently leaked to the Press. In my opinion, every member of this House must be able to communicate freely with his or her colleagues through either private papers or private discussions. That the paper was leaked does not alter the fact that it was originally written as a private document. The paper having been written, it would be totally ludicrous now to ask an honourable member to reject his or her own writings. I raise the matter in the House only because of the wide media speculation the paper evoked-and, of course, I reject the criticism.
