Mr GAYLER(5.09) —I just reiterate what I said previously in my remarks relating to clause 3 and clause 6. I conclude my remarks in relation to this Bill by referring to the comments of the Attorney-General in introducing the Bill when he said:

The scheme, although simple in concept, amounts to a radical change in the Australian judicial system.

I fully concur with those words. I commend the Attorney-General for the efforts he has made. As he has just indicated, the Bill, when enacted, will be for a trial period of three years. Of course, there is provision for the judiciary to assist in the administration of this legislation. As I have said, I commend the Attorney-General for his initiative in introducing this Bill and for the lengthy and detailed consultations which he had with the Attorneys-General of the States and Territory.
