Mr GAYLER(4.54) —I reiterate what I said previously in relation to the definition of `special federal matters'. Clause 6 provides the machinery for the compulsory transfer of issues relating to special Federal matters from State or Territory supreme courts. Once again it is in the restricted form to which I have referred previously. I indicate once again that, whilst those opposite are raising the issue of exclusive jurisdictions and specialist jurisdictions, this is very restricted in its form. Further, I would maintain that it does not prejudice or disadvantage the rights of litigants or unnecessarily delay proceedings, because time factors are specifically dealt with in clause 6.
