Mr Blunt asked all Ministers, upon notice, on 16 September 1986:

(1) How many (a) permanent and (b) temporary staff were employed in the Minister's Department and in each statutory authority responsible to the Minister at 30 June 1986.

(2) What are the projected levels of staffing for 30 June 1987.


Mr Hurford —The Minister for Finance has provided the following answer on behalf of all Ministers to the honourable member's question:

(1) and (2) Information is provided in response in the attached table and is tabulated according to each Minister's portfolio. The table does not provide the information precisely in the form requested because, while the Department of Finance collects staffing statistics for departments and most Budget-dependent statutory authorities, there is no such central collection in the case of non-Budget dependent authorities. Thus the table only covers departments and those Budget-dependent statutory authorities subject to the Government's staff budget controls.

Other points to note are:

(i) the data collected by the Department of Finance does not distinguish between permanent and temporary staff although it does identify casual and part-time staff who are included in the table converted to the equivalent full-time number

(ii) the data which is drawn mainly from the cental PAYROLL System represents the average staffing level paid for in particular fortnightly pay periods and not the number of staff on 30 June or any other single day

(iii) while the data for the last pay period of 1985-86 is derived from a firm count, the figures for the equivalent period at the end of 1986-87 are the estimates shown in agencies' staffing plans for 1986-87 as agreed to by the Department of Finance.

(iv) the data is for paid operative staff (ie those at work or on leave for less than 12 weeks)

(v) the figures exclude the effects of staffing in the Australian Bureau of Statistics for the Population Census.

It is also to be noted that the Public Service Board collects statistics of the numbers of Public Service staff at 30 June each year. This data is different from Finance's collection in that

(i) it excludes significant numbers of employees of Budget-dependent agencies who are not Public Servants (ie are employed under legislation other than the Public Service Act)

(ii) it is a count of formal members of the Public Service whether or not they are currently receiving salary payments

(iii) the PSB does not collect forward estimates (eg for 30 June 1987).
