To the Honourable the Speaker and Members of the House of Representatives of the Parliament of Australia assembled. We, the undersigned, plead that Parliament make legislative changes to improve the quality of Television in Australia, and thus improve the nurturing home environment of Australia's children, by implementing the following:

(1) Amend the Australian Broadcasting Corporation Act 1983, section 6 (2) (a) to read: The Corporation shall COMPLY WITH-

(2) Amend the Australian Broadcasting Corporation Act 1983, section 6 (2) (a) (ii) to read: The STANDARDS to be observed in respect of the broadcasting and televising of programmes, and the HOURS during which programmes may be televised, as approved by the Australian Broadcasting Tribunal in respect of broadcasting and television services.

(3) Amend the Broadcasting and Television Act 1942, section 16 (2) so that the Australian Broadcasting Tribunal, when determining the Television Standards and screening hours, SHALL CONSULT THE AUSTRALIAN PEOPLE.

(4) Amend the Broadcasting and Television Act 1942, section 118 (1), to read: The Corporation, a licensee, the Special Broadcasting Service, or Cable Licensee, shall not broadcast or televise matter which is blasphemous, indecent or obscene.

(5) Draft the coming legislation for the Special Broadcasting Service in a way which ensures compliance with the Television Standards and approved screening hours as set out by the Australian Broadcasting Tribunal.

(6) Draft the eventual Cable Television legislation in a way which ensures compliance with the Television Standards and approved screening hours as set out by the Australian Broadcasting Tribunal.

Because to hold that obscenity laws and Television Standards and hours are applicable to some televisers, but inapplicable to others, is to reverse the entire history and reasoning of law.

Because to hold that nothing shall be deemed to affect the criminal and civic liability of some stations, while the criminal and civic liability of other stations is upheld by law, is to deny the entire public mandate of accountability to the people whom you, and they, are chartered to serve.
