Mr N.A. Brown(11.35) —I move:

That the debate be now adjourned.

I do so for the same reason that I gave with respect to the earlier legislation. We will not accept a situation where Ministers pretend that they can table second reading speeches.

Question resolved in the affirmative.

Mr DEPUTY SPEAKER —Order! I understand it would suit the convenience of the House to resume the debate at a later hour this day. The question is that the resumption of the debate be made an order of the day for a later hour this day.

Mr N.A. Brown —Mr Deputy Speaker, if I could have your indulgence for a brief moment simply to say that we would expect the Government in due course to make a second reading speech. We will not accept the situation where the Government simply tries to table second reading speeches, nor would any Parliament worth its salt accept that procedure.
