Mr Lloyd asked the Special Minister of State, upon notice, on 20 October 1983:

(1) On what grounds is Mr Gary Scully, head of the National Media Liaison Service, paid a salary and allowances of over $47,000.

(2) What are his conditions of employment.

(3) Has he been temporarily seconded from the Australian Broadcasting Corporation or has he been appointed on a permanent basis.

(4) Is he able to say what arrangements have been made for his future employment with the ABC.


Mr Beazley —The answer to the honourable member's question is as follows:

(1) The Public Service Board set the salary of the Head of the National Media Liaison Service after consideration of the duties and responsibilities of the position. The current salary (as at 15 November 1983) is $42,137 per annum. In addition, the position attracts ministerial staff allowance of $7,347 per annum in lieu of overtime and in recognition of other special features of the position .

(2) Mr Garry Scully is engaged as a temporary employee under the Public Service Act 1922. His employment is on the same basis as that of other ministerial staff , ie normal Public Service conditions apply, but with certain exceptions reflect the specific nature of employment outside the career service framework.

(3) Mr Scully has been granted leave without pay by the Australian Broadcasting Corporation-ABC-for an initial period of three years.

(4) I understand that the ABC has agreed to re-employ Mr Scully, should he choose to return to the ABC at any time within three years of the commencement of his leave without pay.
