Mr HODGMAN(10.20) —It is an absolute scandal that this important legislation is being bulldozed through this Parliament in this manner. At least 20 speakers on both sides of the House wish to contribute to this debate. They are being gagged.


Mr Dawkins —Mr Deputy Speaker, I take a point of order. Is it in order for an honourable member to be speaking to this motion?


Mr DEPUTY SPEAKER (Hon. Les Johnson) —Yes. It is in order.


Mr HODGMAN —This legislation will shape the pattern of Australian education for a generation. It is evil, socialist legislation. It continues the Hawke Government's vicious attack on Australia's non-government, independent and church schools. It will seriously disadvantage Australian universities and Australia's university students. It will have a savage impact on migration education because fewer and fewer migrants-
