Mr Porter asked the Minister for Aboriginal Affairs, upon notice, on 4 October 1983:

(1) What are the terms of reference of the task force headed by Mr Colin Bourke to examine the development of training and employment opportunities for Aborigines.

(2) With regard to the task force (a) how will it be conducted, (b) what resources have been made available, (c) when is it expected to be completed, (d) will the report be made public, (e) what form of consultations will be taken following the report and (f) what is the estimated total cost.


Mr Holding —The answer to the honurable member's question is as follows:

(1) and (2) Mr Bourke does not head a task force. He is engaged under Section 82 of the Public Service Act as a policy adviser for a fixed period of three years at a salary level equivalent to that paid to a Level 1, Second Division Officer within the Department of Aboriginal Affairs. Departmental resources are being provided to Mr Bourke in the normal way.

Mr Bourke's duties are:

Develop policies and strategies aimed at improving the training, career development and employment opportunities of Aboriginals and Islanders generally, and in particular in the Department of Aboriginal Affairs.

Foster and encourage the development of Aboriginal leadership, initiative and administrative skills and abilities of Aboriginal employees, and within groups, organisations and communities.

Prepare advice on the implementation of Aboriginal employment, career development and training policies and related programs, practices and guidelines .

Propose policies, strategies and guidelines to facilitate the implementation of the Government's new national Aboriginal employment and training program.

Formulate and introduce career development paths for Aboriginal employees and prepare related proposals and recommendations for the refinement, or adjustment of departmental establishment profiles to facilitate career development.
