Mr HURFORD (Minister for Housing and Construction)(10.33) —I move:

That, in accordance with the provisions of the Public Works Committee Act 1969, it is expedient to carry out the following proposed work which was referred to the Parliamentary Standing Committee on Public Works and on which the Committee has duly reported to Parliament: Stratplan Computer Centre, Melbourne, Victoria.

The proposal is for alterations to an existing building at 134 Ferrars Street, South Melbourne, to accommodate a major computer facility and support services and functions as a component of the Australia-wide Stratplan computer network of the Department of Social Security. The building is currently leased and the Government has an option to purchase it. The proposal referred to the Committee was for the development in leased premises. The Committee, in its report, has expressed reservations about supporting such expenditure in leased premises, although it agreed that there is a need for a new computer centre and that the proposed fitout works are regarded as satisfactory.

The Committee recommended that the work proceed, but that the building should first be purchased. Purchase action was deferred by the Government pending the Committee's investigation and report. The Government has now agreed that purchase should be finalised before the current option expires. In these circumstances the Public Works Committee report has endorsed the proposed fitout work at an estimated cost of $2.2m at June 1983 prices. If the House agrees to support this motion, detailed planning can proceed in accordance with the Committee's recommendations. I commend the motion to the House.
