Mr MACPHEE —I seek leave to make a personal explanation.


Mr SPEAKER —Does the honourable member claim to have been misrepresented? If so, he may proceed.


Mr MACPHEE —Yes. I refer to the exchange between the shadow Minister for Immigration and Ethnic Affairs and the Minister for Immigration and Ethnic Affairs (Mr West). I am not aware of what was in the shadow Minister's mind in asking his question; nor am I aware of the contents of the report of October 1982. I may not disagree with that report but I have not read it. I am concerned to point out that I ceased to be the Minister for Immigration and Ethnic Affairs in May 1982 and not as the Minister implied. I was not the Minister prior to October. I did, however, make a statement in this House on, I think, 6 May 1982, opening up for debate the areas mentioned by the Minister in his reply.
