Dr BLEWETT (Minister for Health)(2.27 a.m.) —I have a further proposed amendment to delete paragraph (g) from Schedule 3 of the Health Legislation Amendment Bill 1983. The corresponding paragraph in the existing Schedule to the National Health Act 1953 is paragraph (h). I move:

(2) Schedule 3, page 64, omit paragraph (g) of the proposed Schedule.

The intention of that long-standing paragraph was to prevent a registered organisation from offering a so-called basic table that was a variant of the basic table as defined in the National Health Act. However, from 1 February 1984 , the new paragraph (g) is considered unsatisfactory in that it could be interpreted as preventing a registered organisation from offering a table of benefits for shared-ward accommodation in private hospitals that are higher than those that would be offered in the basic table, as defined in the Health Legislation Amendment Bill 1983. It is not the intention of the Government to prevent this. Each organisation that applies for registration as a health benefits fund from 1 February 1984 will be required to offer a basic table as defined in the Health Legislation Amendment Bill 1983 and that any tables offered shall comply with the community rating principle to which I referred in my second reading speech on the Health Legislation Amendment Bill 1983. The application of the community rating principle is seen by the Government as precluding the offering of deductible tables by registered health benefit funds.
