Mr PORTER —I claim to have been misrepresented.


Mr SPEAKER —I take it the honourable member wishes to make a personal explanation as he claims to have been misrepresented.


Mr PORTER —I do. The Minister for Aboriginal Affairs (Mr Holding), in commencing an answer to a question I raised with the Treasurer (Mr Keating), suggested that my contacting his office on Budget night had something to do with the question I had raised. He made some assertions as a result of that inquiry. Indeed, I did make a genuine inquiry of the Minister's office in relation to funding for the Aboriginal Development Commission. It had nothing to do with the $37m difference between the Treasurer and the Minister for Aboriginal Affairs. I had a problem in resolving the amount that the ADC was going to receive. My query could not be answered by the Minister's office. It was answered a couple of days later when it was shown that the ADC had in fact changed its allocations in the week leading up to the Budget. That was something over which the Minister had little control. I have no question about that. But the fact that now the Minister is suggesting that the Treasurer in stating that other spending specifically to assist Aboriginals will total $160m and that that includes the administration cost of his Department, I believe, is grossly misleading this Parliament.
