Question No. 32


Mr Rocher asked the Minister for Housing and Construction, upon notice, on 3 May 1983:

(1) To what extent did the former Departments of Housing or Construction commission consultant architects, engineers, quantity surveyors and other specialists to complete designs or tender documentation during 1980-81 and 1981- 82.

(2) How many new projects were involved.

(3) How many consultants were engaged from each State or Territory on new projects, and what was the value of projects on a State and Territory basis.

(4) In each of the financial years 1978-79, 1979-80, 1980-81 and 1981-82, (a) what proportion of the design workload of the former Departments of Housing or Construction was placed with private practitioners and (b) for each State what proportion of the design workload relating to projects in that State was placed with private practitioners in that State.

(1) The total number of commissions awarded by the Department of Housing and Construction to private architects, engineers, quantity surveyors and other specialists during the years 1980-81 and 1981-82 was:

Notes concerning the above figures are:

(a) The bracketed values for Western Australia are the values of projects on which both consultants and contract personnel have worked.

(b) The value of projects quoted is not the value of the work totally done by consultants; it is the total value of the projects on which consultants were engaged.

(c) The consultancies covered by the above table were for part or all of the range of tasks involved in design, from conceptual studies through to completion of documentation.

(d) Where separate commissions were placed for early stage design studies and/ or design development and/or documentation, the value of the project or each stage is included in the appropriate 'Value of Projects' column.

(4) (a) The proportion of design workload placed with private practitioners for the years 1978-79, 1979-80, 1980-81 and 1981-82 was:

The private practitioners referred to above are in the main consultants but also include contract personnel.
