('i Purpose
To provide retrospective cost adjustment for 1987 grants made under the participation and equity program (PEP).
Background PEP commenced in 1984 with the aim of encouraging young people over school leaving age to participate in education and training at schools and TAFEs. Particular attention is paid to students from disadvantaged
backgrounds and schools with low retention rates to foster more equal outcome of education.
Grants are provided to government and non - government education authorities in the States and the Northern Territory in order to achieve these aims. The grants are adjusted to reflect past cost Increases. This Bill will provide $109 000 to supplement 1987 grants, bringing the total
1987 grants under PEP in 1987 to $45.928 million.
() In the 1987 - 88 Budget, the government announced that PEP would not continue beyond the end of 1987.
Main Provisions Clauses 3, 4 and 5 will amend various sections of the States Grants (Education Assistance - Participation and Equity) Act 1983 (the Principal Act) to supplement grants for cost increases.
Similarly, clause 6 will substitute new Schedules into the Principal Act which reflect the adjusted grants. .
