Amends the Migration Act 1958 in relation to: detention of unlawful non-citizens, particularly minors; granting of visas to persons in detention, including a removal pending bridging visa; and the role of the Commonwealth Ombudsman in reviewing the cases of persons who have been in immigration detention for more than 2 years.
