Interim Ministries

In order that the g overnment of the country continues uninterrupted there have been occasions when the Governor-General has found it necessary to appoint an interim or ‘caretaker’ Government pending the resolution of political matters, for example, the election of party leaders or a general election ( and see p. 96 of second edition).

On the dismissal of the Whitlam Australian Labor Party Government on 11 November 1975, the Governor-General commissioned the Leader of the Opposition, Mr Fraser (Liberal Party), to form a ‘caretaker’ Government (Liberal-National Country Party coalition) until a general election was held. The ‘caretaker’ Ministry, consisting of 15 Ministers, was formed on the basis that it ‘makes no appointments or dismissals and initiates no policies’ 1 and held office until 22 December 1975.
