Senator GREENWOOD (New South Wales) - I rise only to ask a question. The reason for an expression in the second reading speech of the Attorney-General (Senator Murphy) escapes me. I wonder whether he could enlighten me. He states that the Act will commence on the twentyeighth day after the Bill receives royal assent. I do not know whether he is utilising the provision under which an appearance after service must be entered but, on the face of it as I read it, I do not see why that should be so. I would be interested to hear the explanation.
