Senator WRIGHT (Tasmania) -That statement means that the final decision is exercised by the Treasurer. My suggestion was that the Treasurer would make the decision subject to the approval of this Parliament. I do not think that it is appropriate to suggest that the Parliament would repudiate any obligation to guarantee. The question is simply whether we should give an absolute right of decision to the Treasurer or whether we should give to him the ordinary right to make a Treasury decision subject to review by Parliament. However, I do not propose to offer any amendment.
