The PRESIDENT - Order! I listened to the question with close attention. It seems to me that the question should properly have been directed to the Minister representing the Minister for the Environment, Aborigines and the Arts. I do not know what mice have to do with the Leader of the Government in the Senate. If he wishes to answer the question he may.

Senator Sir KENNETHANDERSONI will take the question, by your leave, Mr President, and say that the normal procedure in relation to special assistance from the Commonwealth to the States is, as I have quite frequently said here, only to be on the level of a national situation. The responsibility in this case is clearly one resting within the State of Queensland. If the Queensland Government decides that it is so bereft of resources that it cannot cope with the mice at Wandoan, the_ Premier has access to the Prime Minister. This is the normal level of communication where a State claims it has not resources to cope with a situation.
