Senator HENTY - Yes, the Department does have some control - it has issued regulations - over the descent, from the time the parachutist leaves the aircraft. There are also regulations covering his fitness, age and experience, and other such things. As regards the final part of the question, the Department has issued regulations on how a parachute has to be packed, and so forth, but it has no jurisdiction over seeing that these directions are carried out. That, I should think, is a matter for the parachutist himself. He would be the one who was most interested.
