Senator GIBSON (Victoria) .- The honorable senator speaks with a legal mind, but 999 persons out of every 1,000 do not know that there is such a statute as the Acts Interpretation Act. I merely wish to make it clear to the general public, in this bill, that the measure will be administered by the Postmaster-General. I am glad to be informed by Senator A. J. McLachlan that the second part of my amendment is unnecessary, and I ask leave to amend it by leaving out the words "or the Minister administering this act".
