Senator ABBOTT (New South Wales) . - The two Ministers who have spoken have said that money over-paid may be held against a possible debt to the Taxation Department, thereby showing clearly that there is a possibility of the Commissioner exercising his discretion. Later, the Postmaster-General said, even though the word " may " is used, it is obligatory upon the department to repay amounts over-paid. One argument destroys the other.
