Senator A J McLACHLAN (SOUTH AUSTRALIA) (Postmaster-General) [8.45 J . - I assure the Leader of the Opposition (Senator Collings) and Senator Payne that the most careful consideration has been given to this matter, and, as I told honorable senators earlier, the Government has gone so far as it possibly can to finance this bill. This matter has been debated again and again, in and out of Cabinet,' between various Ministers appointed to consider it. It has been submitted to officers of the department concerned and examined in all its aspects, and while in a case of this kind one might be inclined to let the heart run away with the head, I can only repeat that the Government can go no further than the terms of the bill itself.
