Senator LYNCH (Western Australia) . - The Minister's reply has cleared away some of the doubt that existed in honorable senator's minds as to .the eligibility of certain municipal authorities to administer the scheme. It is provided in clause 6 that advances may be made only * to authorities as prescribed. Can the Minister say if the local governing authorities at, say, Blackall, in Queensland, Kalgoorlie, in Western Australia, or Ulverstone, in Tasmania, will be regarded as prescribed authorities under this bill? If they are not, then it would appear that ' all the advantages to be derived from the Commonwealth housing proposal will be enjoyed only by highly organized municipalities, whereas the intention is to make it available even to people living within small municipalities in various parts of the Commonwealth. -\

Senator Sir WILLIAMGLASGOW (Queensland - Minister for Defence) | 9.26 J. - If the act which constitutes the authorities referred to by the honorable senator empowers them to build houses, they will be regarded as prescribed authorities within the meaning of this measure.
