The CHAIRMAN - The honorable senator must confine his remarks to the amendment.

Senator McHUGH - As the Minister is not taking any interest in the debate, he is unable to appreciate the relevancy of my remarks. It is possible that within twelve months the whole scheme may collapse, or the policy of the Government be altered, in which case the chairman of the commission, who is appointed for seven years, will be entitled to receive £35,000 for one year's work. I support the amendment moved by the Leader of the Opposition (Senator Needham), because I believe that, if the members of the commission are appointed for a shorter term, they will render more efficient service in order to secure reappointment.
