The PRESIDENT - How often this practice may have been followed, it does not therefore become the right one, and the interjection confirms me in the view that it is at the Chairman's discretion to say whether an intervention is sufficient to permit of a senator who has previously spoken being entitled to the right to speak again. I uphold the ruling of the Chairman.
