Mr DEPUTY SPEAKER (Mr Scholes (CORIO, VICTORIA) - Order! I am aware of what you are going to say. Unfortunately the Standing Orders of the House do not provide the Chair with the right to instruct honourable members on how they may make their speeches. If an honourable member is misrepresented, at the appropriate time he may make a personal explanation.

Mr Chipp - I know your limitations, Mr Deputy Speaker, and therefore I ask you to appeal to the honourable member's decency.
