Mr KIRWAN (Forrest) (2:13 AM) - In order to put in the correct perspective what I have to say in this debate I will quote extracts from the second reading speech of the Minister for Primary Industry (Mr Anthony). But before doing so I compliment the Minister on the provisions of the Bill as they are laid down in his speech. I think this is a fine first step to be taken in the dairying industry, as has been said by other members of the Opposition. I believe this measure will provide relief to those people who are willing to take advantage of it. There is only one criticism of this Bill and that is a criticism that has already been made - that it has taken so long to come into effect. Bearing that in mind I reiterate that this Bill is worthy of the time taken for it to be presented to Parliament.
